Stopping a VM doesn't pause billing, since it still holds its allocated vCPU, RAM, and disk; only terminating it does. Usage is billed in full-hour blocks and always rounds up to the next whole hour, never down. Run a VM for 10 minutes and you're billed for a full hour; run it for 3 days, 4 hours, and 1 minute and you're billed for 3 days and 5 hours. It's the standard model most hourly cloud billing uses, not a to-the-second charge.
Yes. Every IP attached to your VM — including the first one it's deployed with — is billed at the same hourly rate shown in the rate card above. Nothing is free just because it's the default.
Your invoice reflects exactly how long each configuration ran — the old spec's hours at the old rate, the new spec's hours at the new rate. No manual proration needed, and no separate charge for the change itself.
No — there are no plans to round to. Every vCPU, GB of RAM, GB of storage, and IP address is priced individually and summed, so your rate always matches your exact configuration.
