The model weights stay in RAM all the time. One guide gives these floors: about 8 GB for a 7 to 8B model and 16 GB for a 13B. On a CPU, the answer comes at reading speed or slower. A vendor guide says roughly 5 to 15 tokens a second on a modern 8-core CPU for a 7B model. A token is a small piece of a word.

So when is local worth it? For privacy and for work where nobody is waiting, like summaries and nightly jobs. It is rarely a way to save money. One guide says paying for an API costs far less per token than running your own CPU server. If a person is waiting for the reply, use an API or a GPU server.

One more tip: most VPS images have no swap.
