We track usage from the moment your VM is created until it's terminated, including any time it sits stopped. Stopping a VM doesn't pause billing, because it still holds its vCPU, RAM and disk. Only terminating it does. Usage is billed in full-hour blocks and always rounds up to the next whole hour.
No. A stopped VM still holds its reserved resources on the node, so it keeps billing. Billing ends only when you terminate the instance.
Your invoice shows how long each configuration ran. Hours on the old spec are charged at the old rate, and hours on the new spec at the new rate. You don't need to work out proration or sign a new contract.
